Practice Act Update Posted 05-02-2010 Licensure Information!! AB 142 became 2009 ACT 123 on February 11, 2010 The DRL site contains information and links on the profession of Landscape Architecture in Wisconsin. Posted 03-26-2010 Landscape Architect Licensure Signed by Governer!! On February 11, 2010 Governer Doyle signed AB 142 into law. Posted 01-20-2010 ASLA—Wisconsin Chapter Alert Next Step: Action from Governor Doyle Assembly Bill 142, which places Wisconsin’s landscape architects on par with colleagues in 45 other states by requiring a license to practice, passed the Senate today (January 19) by a vote of 19-14! Republican Senator Dale Schultz (Richland Center) joined all 18 Democrats in voting for the measure. Having already passed the Assembly, AB 142 will now be sent to Governor Doyle for either signature or veto. The legislation has now moved further than it ever had in the past, making this a great day for landscape architects in our state. We are asking for your assistance once again by contacting Governor Doyle’s office and requesting that he sign AB 142 into law. It would be very helpful for the Governor to hear from landscape architects and others that there is strong support for this legislation. Please consider the following talking points when contacting the Governor: · After seven years, three legislative sessions and several bill drafts, it is time for Wisconsin to join 45 other states and put Wisconsin landscape architects on a level playing field with their colleagues from other states. Under this bill graduates of the University of Wisconsin would now consider staying in Wisconsin instead of leaving because they would be treated as licensed professionals and Wisconsin would stop losing business to other states because of projects that require licensed Landscape Architects. · The landscape architects worked to gain consensus with all stakeholders on AB 142. That is why the Joint Examining Board of Architects, Landscape Architects, Professional Engineers, Designers and Land Surveyors unanimously support AB 142 and that is why the Wisconsin Green Industry Federation supports the bill among others. · AB 142 includes very clear exemptions for architects, engineers, land surveyors, and others. · Because Wisconsin already has title protection, there is no new bureaucracy or cost to the taxpayers of Wisconsin as a result of AB 142. Posted 01-17-2010 ASLA-Wisconsin Chapter Alert Great news! The State Senate has scheduled Assembly Bill 142 (our landscape architect practice act) for a vote on Tuesday, January 19. It is critical that Senators hear from landscape architects and others about how important this legislation is for our profession and to the general public in Wisconsin. If passed by the Senate, AB 142 will be ready for Governor Doyle to take final action. Please take a couple minutes today to contact your senator. The main point to convey to your senator is to vote yes on Assembly Bill 142 on Tuesday. Thank you for your help! Posted 09-08-2009 30 August 2009 We are again spooling up for the next push toward the accomplishment of our Practice Act for Landscape Architects in Wisconsin. As you will recall this past spring we had our hearing in the Assembly Labor Committee, and the subsequent vote on the floor of the Assembly. Our bill passed with strong bi-partisan support. We were then assigned to a committee in the Senate, but the Bill author decided our bill was a better fit in the Labor Committee in the Senate, too. After some time the proper committee was assigned, and we were petitioning for a hearing. We were set to move to the Senate Labor Committee hearing when the budget hearings delayed all Committee hearings. Following the budget and its impact, the Senate took a short break. Since they have reconvened we have been actively pursuing a hearing date. We were scheduled for a 2 September hearing, but due to some schedule considerations had to delay. We are pushing for a late September hearing in the Labor Committee. Look for an alert to the membership when this date is set, and we can meet with our Senators to encourage passing our bill. We are nearing this goal and will need our combined support to pass the final hurdles to gain our licensure. Once again, the time is nearing for the next series of meetings, emails, and calls to Senators to encourage their support. Stay tuned, and the wait will be worthwhile. Posted 04-28-2009 This afternoon, the full Assembly passed AB 142, our practice act for landscape architects! The vote was 73-25. All Assembly Democrats supported the bill, along with Independent Jeff Wood. Republicans split—20 in favor, 25 opposed and 1 not voting (Representative Montgomery of Green Bay). You can see the vote below. Prior to voting on the Assembly unanimously approved the two amendments that had been recommended by the Labor Committee. The bill will now move to the Senate for action in that body. The process should be similar to the Assembly with a committee assignment, public hearing, committee vote, and vote before the full Senate. I will let you know as soon as the bill is officially referred to a Senate Committee. Thank you for all of your work that made this possible! Assembly Bill 142, Practice Act for Landscape Architects - The Assembly Labor Committee held a public hearing on 8 April. We have been working toward this meeting for the past year and feel that we are poised to succeed in our efforts for a Practice Act. The year that has passed since our last hearing has been filled with meetings in Madison and beyond to find support for our efforts. The meeting we had in October at the Capitol with the Green Industry and representatives from the Senate, Assembly, Drafting Attorney, and our Lobbyist was excellent for finding common ground with those who were opposed to our last bill language (see letter of non-opposition from WGIF.) The product was a bill that we can all live with, that allows our profession the practice act we need to continue practice and the allied industries the continuance of their pursuits.
